Description of impact
Hazenberg was interviewed as a sector expert for a report commissioned by the Department for Digital, Culture, Media and Sport, to equip policy-makers with an understanding of the role mutuals can play as one model of service delivery within health and social care, and to provide practical guidance on how to support the creation of new mutuals.Hazenberg stressed the need for 'very robust impact measurement to demonstrate positive impact of mutuals. Having data on social impact for the whole sector would be useful for lobbying the government and securing support for mutuals' (p. 65). His work and contribution to the report led to the policy recommendation to build an evidence base for mutuals (Recommendation 11, p.65-66). His contribution also informed the design of the report's key model around replicating public service mutuals (Figure 14, p.82) with respect to the use of experts to support health and social care providers with impact measurement and dissemination of social value.

Hazenberg's work on public service mutuals, spin-outs, social impact measurement and defining social value have all contributed to this work. The Transitions Institute Report (2014) and the subsequent journal article that emerged from this (Hazenberg and Hall, 2016) were the first academic work of its kind that both mapped the size, scale and impact of the spin-out sector, as well as providing theoretical understanding of the spin-out process. This work also informed the public service mutuals section of the 'Social Enterprise in the UK: Trajectories and Models' report for the ICSEM network, and provided the basis for the journal paper exploring definitions of social value (Jain et al. 2019). These outputs contributed to the debates around public service mutuals and indeed also led to Hazenberg delivering a presentations to Northamptonshire County Council to present evidence from the Transitions Institute Report that informed their decision to create the 'First for Wellbeing CIC' health and social care spin-out in Northamptonshire.| Impact status | Completed |
